Has anyone made a water or vinyl transfer decal for the VIN. For 1949 the black part that says serial number...The dead looking one is mine

You can buy a water-slide decal paper and try to print your own decals.
Or, if you're brave enough to remove your tag and send it out, this site offers tag restoration services:

Hi Igor, I know about those folks. I just don't want to let the original VIN out of my hand. I had a hell of a time getting California DMV to let me change the pink slip from the engine number to the body serial number. If you mill the engine block, you loose the engine number. Although the engine number is on the frame rail.

I have some of the water transfer stuff.

I need a very good high resolution shot of a serial number plate. Anyone have a good one and want to take a hi-res photo directly on and email it to me so I can make a template for a water transfer?

Here it is:

This image is cropped at 4-1/2" x 2" at 600dpi - so when printed at 1:1 scale vin plate image should be the same size as actual plate (I've removed some numbers in a middle):

And here is quick and dirty rendering of the image above to print on water-slide paper:
