Joe brass sleeves them so they never rust. I have had NEW wheel cylinders fail in the last 10 years. I do not trust the crap brake parts available. I buy kits for the guts and hand inspect each part carefully, especially the seals. I them assemble them into the cylinders Joe sleeved and them install them.
