Front and center. No excuses for not seeing them... my two cents.
Stick with your control. Recently a post got out of hand and I admit to participating because I got angry over things that had been said that later turned out false. Stick to controls. No junk. Public sees this and they don't need too.
Being just barely computer literate I don't have any idea about what "sticky topics" are. I only know I like the way Tim is running the site and he can put them "sticky topics" wherever he thinks they should be.
The Forum rules up-top is a good thing. Most of the sticky stuff could go there or to faq's. If a sticky is temporary, I don't mind that.

The sticky topics are the 4 or 5 postings that I have that always stay at the top. Many forums use them to keep certain topics always "up front" so that they don't get buried as new topics continue to arrive.
It sounds like Dave's vote would be to not have them there.

4 or 5 "up front" is fine. It's when you have scroll down a whole page to get past them that it gets annoying.
I "think" you can stickie a directory, e.g. FAQs, so you don't need to stickie the individual posts.
