cardboard shims behind dash controls?? 1960

I have been dissecting dashboard and instruments and today have been cleaning up the knobs and trim panel behind them. Behind the ignition switch and interior light bezels there is a cardboard shim. I don't know if its purpose is for spacing or to prevent a short, but my question is do these really belong there? Over the next week I will be reinstalling the speedometer and other gauges but I have the best access to these parts with the big pieces removed so I'd prefer to resolve the mystery before I get it all back together. They jut don't look right.

is the spacer there to block ambient light?
my dash has black felt spacers

I have felt behind the pushbuttons for the heat/AC controls to block light from escaping around the buttons, but these shims are on the panel below in line with the lighter, lights, and wiper knobs. The light couldn't escape through here. I will fiddle with the switches and see if these are needed.
